On October 21st 2019, the Arctic Cooperation and Ice Silk Road Construction Seminar and The Sino-Russian Maritime Forum was held in Jilin University. The activity was hosted by the Institute of Arctic Studies and Northeast Asian Research Center of Jilin University, co-organized by the Sino-Russian Regional Cooperation Research Center, Northeast Asian Studies College and Northeast Asian Forum. More than 50 experts and scholars from various fields, including the Russian Academy of Military Sciences, the Russian Academy of Arctic Sciences, Jilin University, Wuhan University, Ocean University of China, Dalian Maritime University, Guangdong University of Foreign Studies, and Northeast Asian Railway Group, attended the meeting.
Before the meeting began, Zheng Weitao, vice president of Jilin University, met with foreign experts participating in the meeting. He conducted in-depth cooperation with experts and scholars from the Russian Academy of Military Sciences and the Russian Academy of Arctic Sciences on strengthening Arctic research and the construction of the Silk Road on the ice. The opening ceremony of the meeting was presided over by Yu Xiao, Dean of the Northeast Asian Studies College. At the opening ceremony, Zheng Weitao and General Igor Nikolayevich Khmelnov, adviser to the Russian Minister of Defense and Minister of the Maritime Military Department of the Russian Academy of Military Sciences, delivered speeches respectively. Academician Valery Polanislavovich Midko, president of the Russian Academy of Arctic Sciences and chairman of the Arctic Alliance of Eurasian States, gave a keynote report entitled "Sino-Russian Arctic Cooperation and Maritime Security Issues". Relevant persons from the Management Office of Social Sciences of Jilin University, the Office of Global Engagement, the Institute ofArctic Studies, the Northeast Asian Research Center, the Sino-Russian Regional Cooperation Research Center, and the Northeast Asian Studies College attended the meeting.
During the conference, Chinese and Russian scholars focused on the construction of the Arctic waterway and the Silk Road on the ice, Russia's Arctic strategies, Sino-Russian cooperation, the Arctic development, international environment and cooperation mechanism from multiple perspectives including economics, politics, security, technology, culture, and education.
In recent years, the economic and strategic value of the Arctic region has rapidly increased, and it has become an important area of widespread global concern. In order to implement the Sino-Russian Arctic cooperation strategy, Jilin University and the Russian Academy of Military Sciences held a symposium on "Sino-Russian Ice Silk Road Construction and Arctic Development" in December 2017. After that, the two sides carried out a series of practical cooperation and obtained the cooperation between China and Russia. This conference further enhanced our school's influence in the field of Arctic research, and further deepened the exchanges and cooperation between our school and the Russian Academy of Military Sciences, the Russian Academy of Arctic Sciences and domestic universities.
